About Kristy
Kristy joined the City of Boerne in 2021 as an assistant city manager after more than a decade of municipal government experience in Texas. In her 10 years with the City of San Marcos prior to joining the City of Boerne, Kristy managed the city’s state and federal legislative program, which secured more than $131 million in federal funding. She also served as the chief spokesperson and storyteller while managing citywide communications.
Stark graduated summa cum laude with a Bachelor’s degree in Journalism and Advertising from the University of Central Oklahoma and is currently pursuing a Master’s in Public Administration from Texas State University. In 2020, she was presented the Hays County Women in Leadership Award by the San Marcos Daily Record. She is a LEAD graduate from the Weldon Cooper Center for Public Service at the University of Virginia and has led teams that have accepted numerous Texas Association of Municipal Information Officers (TAMIO) and Central Texas American Planning Association (APA) awards.
Stark has been active in many community organizations, such as Habitat for Humanity, San Marcos School Fuel Program, and the Chamber of Commerce where she was awarded the first Community Inspiration Award. She is a member of the City-County Communications and Marketing Association (3CMA), TAMIO, Texas Municipal League, and is a Certified Risk Manager.
