Barbara L. Quirk joined the City of Boerne in January 2020 and comes to Boerne from the Cedar Park office of Shahan Guevara Decker Arrott, where she provided legal representation to over a dozen Texas municipalities, including the cities of Marion, Elmendorf, Iowa Park, Burkburnett, and others. Prior to this Ms. Quirk spent many years as a partner with the law firm of McKamie Krueger where she also specialized in serving Texas municipalities, including Fort Stockton, Alpine, Hondo, Forney, and other Texas cities. Ms. Quirk is a native of San Antonio where she achieved her Juris Doctor degree from St. Mary’s University School of Law in 1991. She also holds a Bachelor’s degree in Business Administration from Southern Methodist University. After receiving her license to practice law in 1991, Ms. Quirk served as an Assistant City Attorney for the City of San Antonio for almost five years. Since leaving the City to enter private practice in 1997, Ms. Quirk has continued her passion for representing municipalities in a City Attorney, Assistant City Attorney, or Litigation Counsel capacity. She has previously earned the Texas City Attorney’s Association Merit Certification in Municipal Law and the designation of Local Government Fellow from the International Municipal Lawyers Association. Ms. Quirk is licensed to practice in the State Courts of Texas, in the United States District Courts for the Eastern, Northern, Southern and Western Districts of Texas, and in the United States Court of Appeals for the Fifth Circuit. Barbara has served on the Board of Directors of the Elf Louise Christmas Project for many years. She enjoys hiking in the Hill Country with her dog Dove.
