Boerne City Manager Ben Thatcher has named two new assistant city managers after a nationwide search. Danny Zincke, currently with the City of Boerne, and Kristy Stark, currently with the City of San Marcos, will join the City Manager’s office on Aug. 2, 2021.
"We are thrilled to have Danny and Kristy join the City Manager’s office and bring with them their years of valuable municipal experience and impressive skills as we work every day to elevate city operations while maintaining our professional culture,” Thatcher said. "Danny has been with the City of Boerne for more than a decade and has overseen several major city projects. Kristy has been with the City of San Marcos during a time of citywide growth and will have an instrumental role with the City of Boerne as we navigate our own growth in the coming years.”
Zincke and Stark will fill position vacancies created by the retirements of Deputy City Manager and General Manager of Utilities Jeff Thompson and Assistant City Manager Linda Zartler.
Danny Zincke
Danny Zincke, the current Director of Community Services, will transition to the Assistant City Manager role. Zincke has been with the City of Boerne for more than 10 years, first as the Director of Parks and Recreation and then becoming the Director of Community Service in 2015.
During his time with the City of Boerne, Zincke has managed the redevelopment and renovations of River Road Park, Curry Creek Trail, Veterans Park and Kinderpark. He has also overseen the expansion and improvements of the Old No. 9 Trail and the construction of an amphitheater at the Patrick Heath Public Library. Zincke is most proud of the 1,800 trees the city has planted on public land over the last 10 years.
Zincke has overseen multiple departments while with the city, including Parks and Recreation, Animal Control, Facilities Maintenance, Cemetery, Streets, Fleet Department and Downtown and Special Projects. Including his time with the City of Boerne, Zincke has more than 20 years of experience in municipal government and has worked for the cities of Burnet, Buda and Copperas Cove.
Kristy Stark
Kristy Stark joins the City of Boerne after spending the last ten years with the City of San Marcos, most recently as the Director of Communications and Intergovernmental Relations since 2017. She oversaw the city’s state and federal legislative program, which has secured more than $131 million in federal funding.
Stark also served as the City of San Marcos spokesperson and chief storyteller while managing citywide communications, national and local media incidents, and COVID-19 communication. Additionally, she was a key member of the City’s Emergency Operations team.
Prior to this, she served as the City of San Marcos Assistant Director of Planning and Development Services while the city was named the Fastest Growing City in the U.S. for three consecutive years by the U.S. Census Bureau. During her tenure, she streamlined the development process and successfully implemented the national award winning MyPermitNow online permitting system which reduced the city’s overall permit turnaround time by 70 percent. In 2013, she assisted in leading the team in updating and adopting the Comprehensive Master Plan - Vision San Marcos, as well as the update of the San Marcos Land Development Code.
