The City of Boerne’s Deputy City Manager and Boerne Utilities General Manager Jeff Thompson, who has been with the City since 2007, and Communications Director Pamela Bransford, with the City since 2006, are set to retire beginning in July.
The City is proud of the accomplishments of both Jeff and Pam and is grateful for their dedication to the City and its residents. We wish them a well-deserved congratulations on two incredible careers. Enjoy retirement!
Jeff Thompson
Thompson will transition from full-time work on July 31 and remain with the City part-time before fully retiring at the end of October.
He came to the City of Boerne in 2007 as the Assistant City Manager and in 2013 was appointed Deputy City Manager and Director of Economic Development, where he oversaw several city offices, including Public Works, Planning and Community Development, Finance and Parks and Recreation.
In June of 2018, he was named to his current position of Deputy City Manager and Boerne Utilities General Manager, providing executive management oversight to Parks and Recreation, Streets, Facilities, Cemetery, Finance, Customer Service and Billing, Regulatory Compliance, Electric, Water, Sewer, Gas and Reclaimed Water Utilities. In his roles, he has worked closely with the Mayor, City Manager, City Council, City Attorney and the general public.
“The leadership Jeff has provided since arriving at the City of Boerne has been indescribable,” City Manager Ben Thatcher said. “Since my arrival last year, he has played a huge role in helping me learn about the city and get up to speed quickly and I am incredibly grateful.”
A significant career highlight involved Thompson’s work with the City’s utilities and the successful resolution of a wholesale electric utility contract lawsuit with the Lower Colorado River Authority. The resulting new contract with CPS Energy as the city’s wholesale electric provider has saved Boerne ratepayers millions of dollars over the last 10 years.
Prior to joining the City of Boerne, Thompson spent 23 years at New Braunfels Utilities serving in a variety of capacities and then with The SCOOTER Store for four years as Vice President of Operations and later Vice President of Finance.
He is a member of the Texas City Management Association, the Texas Public Power Association and the Texas Gas Association. He also serves as the staff liaison to the Transportation Policy Board of the Alamo Area Metropolitan Planning Organization and is on the Board of the San Antonio Mobility Coalition. Thompson most recently received the TPPA 2020 Gary R. Brown Award and in 2012 received the association’s Industry Achievement Award.
Pamela Bransford
Bransford will retire from the City July 31 after nearly 40 years of public service in municipal government.
She joined the City in the summer of 2006 as the Communication and Information Coordinator, spearheading the creation of a Communications Office – a first for the City. In 2017, she was named the Director as the department grew.
“It is hard to put into words the incredible task Pam has done since joining the city,” City Manager Ben Thatcher said. “She has led and grown a department that has constantly pivoted with the expansion of social media, digital media and most recently COVID-19.”
In 2007, Bransford orchestrated a successful public relations campaign to help the City pass its first-ever Quality of Life Bond Program, resulting in the construction of the Patrick Heath Public Library and the Boerne Police and Municipal Court building; the expansion and renovation of the Boerne Fire Department; the renovation of River Road Park; the purchase of land for future parks; and the addition of sidewalks across Boerne.
As Boerne grew, Bransford was extensively involved in the public outreach components of R/UDAT in 2008, as well as the 2018 Master Plan, serving on the Technical Advisory Committee.
Before coming to the City of Boerne, Bransford spent more than 24 years with the City of San Antonio. During that time, her work on behalf of the residents of the Alamo City was recognized by the American Public Works Association in 2002 and Keep San Antonio Beautiful in 2006.
