Deputy City Manager & General Manager of Utilities

Who We Are

The Deputy City Manager’s office works closely with the Mayor, City Council and City Manager’s office to fulfill the needs of the community and implement the directives of the City Council. Oversight includes the Police, Fire, Development Services, Streets, Finance, Planning & Zoning, and Utilities departments.   

Works in collaboration with the City Manager, Assistant to the City Manager, and the City Attorney on all matters relating to city administration and implementation of the city’s mission and goals.


The Deputy City Manager’s Office oversees the following city services:

  • Police Department and Dispatch Services
  • Fire Department & Office of the Fire Marshal
  • Finance, Utility Customer Service & Billing, & Purchasing
  • Development Services, Floodplain Administration, Stormwater Utility, and the Street Department
  • Planning & Community Services and Code Compliance
  • Utilities including Electric, Natural Gas, Water, Wastewater, Reclaimed Water, and Regulatory Compliance


  • 36 Years of public sector service in utility operations, finance, billing and customer service, economic development, and human resources.
  • 4 years of experience in the private sector in finance, billing and collections, customer service and operations.  
  • 37 years at executive leadership level. Recipient of the 2020 Texas Public Power Association’s Gary Brown Service Award

About Jeff

When he’s not working, Jeff loves spending time with his family including his wife, Wendy.  He and Wendy have three children and 4 grandchildren which they love to spoil.  Jeff’s hobbies include traveling, spending time outdoors, gardening, exercising, and playing Fantasy Baseball and other sports.
