Concerned over flooding in Boerne, City forefathers recognized a need to create a means to assist with flood control. Application was made to the Texas Water Commission to seek approval for water rights in the Cibolo Creek Watershed of the San Antonio River Basin. The Texas Water Commission granted permission to the City of Boerne on January 7, 1972 to construct and maintain a dam and reservoir on Cibolo Creek for municipal purposes to aid in flood control. The Certificate of Adjudication was amended on November 12, 1979 when the City asked to have the right to utilize the water from the reservoir for domestic purposes. This was a significant move on the part of the City forefathers to ensure that the City would have another source of water for its citizens.

To further protect this valuable asset of the City, the Boerne City Council approved the first set of Ordinances for the lake in March 1979 (see list below). One of the most significant rules of the lake is that no motorized boats are allowed on the lake to further protect the water.

In September 2005, the Boerne City Council approved development of the lake park. To date the following  improvements have been completed:  paving the road and parking lot areas, adding a permanent restroom, covered pavilion, boat dock, fishing pier, bird observation blind, playground, butterfly garden, volleyball court, a 9 hole Disc (Frisbee) Golf Course, picnic units with grills including one handicapped accessible and a controlled access gate with admission booth.
